Geneva - SAM Organization for Rights and Liberties stated that the announcement by the Aden Security Office on Thursday, August 1, 2024, declaring security commander Yusran Al-Maqtri a fugitive from justice raises profound questions about the extent of the rule of law in the city. They consider that Al-Maqtri's escape is closely linked to the growing influence of armed militias. The state of security vacuum in Aden, amidst the existence of these militias operating outside the law and involved in serious crimes, has created a fertile environment for chaos and security breaches.
The organization noted that the complexities of the crisis are exacerbated by narrow political agendas and both internal and external support for these militias, which contributes to prolonging the conflict and undermines any efforts to restore stability to the city. They highlighted that Al-Maqtri's escape illustrates how internal divisions and the weakness of state institutions can lead to the spread of chaos, further affirming that the absence of legal authority opens the door for militias to operate independently, increasing insecurity and complicating the situation.
The organization pointed out that security commander Yusran Al-Maqtri played a key role in human rights violations in Aden and contributed to the chaos outside the oversight of the law through his authority as the head of the counter-terrorism apparatus, where he has been accused of committing numerous crimes, including serious abuses linked to militias that have acted and continue to act in capacities and authorities of the state, such as arresting, investigating, and managing prisons outside judicial oversight. Leaders of these militias have come to manage independent security zones without oversight, committing severe violations that amount to war crimes, such as enforced disappearances and torture.
In the statement issued by SAM, they emphasized that Al-Maqtri's case cannot be viewed in isolation from the encroachment of militias operating without the oversight of the Yemeni state and the rampant corruption within security frameworks that have formed a barrier against attempts to enforce the law and strengthened the militias' power. This situation necessitates urgent action to combat corruption, including establishing clear mechanisms for holding corrupt officials accountable and ensuring transparency in all security operations.
SAM called for decisive actions, most notably the integration of all security apparatuses into legitimate forces, placing them under the supervision of the Ministries of Interior and Defense. This would contribute to unifying efforts and strengthening security capabilities to address the common challenges posed by militias. There should also be a comprehensive response aimed at addressing the root causes of the crisis, through strengthening state institutions, enhancing legal frameworks, and providing appropriate training for security personnel.
SAM Organization stressed that the security situation in Aden requires urgent attention and integrated efforts to correct the course and provide a safe environment for citizens. Addressing the case of Yassran Al-Maqtri represents a first step in this direction, but it should be part of comprehensive strategies aimed at ending chaos and restoring security.
