
On Monday, November 2, 2025, a meeting was held in Taiz bringing together Major General Mohammed Al-Mahmoudi, Deputy Minister of Interior; members of the Reconciliation and Community Cohesion Committee and the Taiz Siege Track Committee; as well as representatives from SAM Organization for Rights and Liberties. The meeting aimed to address the case of the victims of the “Fuel Truck Fire,” recognizing them as civilian victims affected by the ongoing war and siege on Taiz Governorate.
During the meeting, participants discussed the importance of including civilian victims in the official lists of war martyrs and wounded, and of submitting a verified database of victims to the relevant authorities. The initiative team presented a copy of the documented database of civilian martyrs and wounded, prepared as part of ongoing advocacy efforts for the case.
Major General Al-Mahmoudi affirmed the government’s and the Presidency’s commitment to ensuring that civilian victims are included in the official war records. He noted that the absence of a complete and comprehensive database had previously hindered this process. He commended SAM Organization’s efforts in documenting victims’ data, describing it as a significant step toward the inclusion of all civilian victims in official registries. He also urged human rights organizations to continue prioritizing this issue, noting that many civilian victims of the Taiz war have not yet been listed due to insufficient data submitted to the authorities.
The initiative team also reviewed the activities of the “Fuel Truck Victims” Project, which include documentation and advocacy efforts, as well as the preparation of a memorial to honor the victims.
This meeting comes as part of advocacy efforts under the Fuel Truck Fire Victims Initiative, implemented within the framework of the Supporting Peace in Yemen – SPARK Project, carried out by SAM Organization for Rights and Liberties in partnership with the Abductees’ Mothers Association and funded by the DT Institute.

At the conclusion of the meeting, the Deputy Minister expressed his readiness to follow up on the case with the concerned authorities to ensure the inclusion of the Fuel Truck Fire victims in the official war victims’ lists, recognizing them as civilians who suffered as a result of the conflict and siege.
