جنيف - قالت منظمة سام للحقوق والحريات إن احتجاز مراسل قناة سهيل الفضائية في مدينة المكلا، الصحفي عماد العامري، والاعتداء عليه أثناء تأديته لواجبه المهني، يمثل انتهاكًا خطيرًا لحرية الصحافة وحق الصحفيين في ممارسة عملهم دون ترهيب أو تضييق، ويعكس استمرار الممارسات المقيدة للحريات الإعلامية بالمخالفة للضمانات الدستورية والمعايير الدولية لحقوق الإنسان.

وأوردت المنظمة نقلًا عن بيان سهيل أن الصحفي العامري كان في طريقه لإعداد تغطية صحفية عن اقتراب موسم البلدة، قبل أن تقوم عناصر أمنية بإيقافه في شارع الهايبر بمدينة المكلا، واقتياده إلى إدارة أمن المكلا، حيث تعرض للاعتداء اللفظي، وتم تفتيش هاتفه وكاميرته، قبل نقله إلى مبنى البحث الجنائي وإخضاعه للتحقيق، ثم احتجازه حتى صباح اليوم التالي مع مصادرة أدواته ومعداته الصحفية.

وذكرت المنظمة أن مثل هذه الإجراءات تمثل مساسًا غير مشروع بحرية العمل الصحفي، وتبعث برسائل ترهيب تستهدف الإعلاميين، بما ينعكس سلبًا على الحق في الحصول على المعلومات ونقلها إلى الجمهور، ويقوض البيئة الآمنة اللازمة لممارسة العمل الإعلامي.

وأشارت إلى أن حماية الصحفيين أثناء أداء مهامهم تعد التزامًا قانونيًا يقع على عاتق السلطات المختصة، وأن أي تجاوزات أو انتهاكات يتعرضون لها تستوجب تحقيقًا جادًا وشفافًا يفضي إلى محاسبة المسؤولين عنها وعدم إفلاتهم من المساءلة.

وشددت المنظمة على أن مصادرة المعدات الصحفية أو إخضاع الصحفيين للاحتجاز والاستجواب بسبب عملهم المهني يمثل سلوكًا غير مقبول، ويتعارض مع الالتزامات الوطنية والدولية ذات الصلة بحرية الرأي والتعبير وحرية الصحافة.

وأكدت منظمة سام أن ضمان بيئة آمنة ومستقلة للعمل الصحفي يعد ركيزة أساسية لتعزيز سيادة القانون وحماية الحقوق والحريات، وأن احترام دور وسائل الإعلام يمثل عنصرًا جوهريًا في بناء مجتمع يقوم على الشفافية والمساءلة.

وطالبت المنظمة السلطة المحلية والجهات الأمنية في محافظة حضرموت بفتح تحقيق عاجل ومستقل في ملابسات الواقعة، ومحاسبة جميع المتورطين في الانتهاكات التي تعرض لها الصحفي عماد العامري، ورد الاعتبار له، وضمان عدم تكرار مثل هذه الممارسات بحق الصحفيين والإعلاميين.

ودعت منظمة سام جميع السلطات المختصة إلى احترام حرية العمل الصحفي، والامتناع عن أي إجراءات تعسفية تستهدف الإعلاميين، واتخاذ التدابير الكفيلة بحماية الصحفيين وتمكينهم من أداء رسالتهم المهنية بحرية وأمان، بما ينسجم مع الالتزامات القانونية والمعايير الدولية لحقوق الإنسان.

SAM Condemns Assault and Detention of Suhail TV Correspondent in Mukalla

Geneva — SAM for Rights and Liberties said that the detention of Suhail TV correspondent in the city of Mukalla, journalist Imad al-Ameri, and the assault against him while performing his professional duties, constitute a serious violation of press freedom and of journalists’ right to carry out their work without intimidation or restrictions. The incident reflects the continued use of practices that restrict media freedoms, in violation of constitutional guarantees and international human rights standards.

Citing a statement by Suhail TV, SAM said that al-Ameri was on his way to prepare a journalistic report on the approaching Balda season when security personnel stopped him on Al-Hyper Street in Mukalla and took him to the Mukalla Security Department. There, he was verbally assaulted, and his phone and camera were searched, before he was transferred to the Criminal Investigation Department, subjected to interrogation, and detained until the following morning, with his journalistic tools and equipment confiscated.

The organization stated that such measures constitute an unlawful infringement on the freedom of journalistic work and send intimidating messages to media workers, negatively affecting the right to receive and impart information to the public and undermining the safe environment necessary for media work.

SAM noted that protecting journalists while they perform their duties is a legal obligation incumbent upon the relevant authorities, and that any abuses or violations against them require a serious and transparent investigation that leads to accountability for those responsible and prevents impunity.

The organization stressed that confiscating journalistic equipment or subjecting journalists to detention and interrogation because of their professional work is unacceptable conduct and is inconsistent with national and international obligations related to freedom of opinion, expression, and the press.

SAM affirmed that ensuring a safe and independent environment for journalistic work is a fundamental pillar for strengthening the rule of law and protecting rights and freedoms, and that respecting the role of the media is essential to building a society based on transparency and accountability.

The organization called on the local authority and security agencies in Hadramout Governorate to open an urgent and independent investigation into the circumstances of the incident, hold all those involved in the violations against journalist Imad al-Ameri accountable, restore his dignity, and ensure that such practices are not repeated against journalists and media workers.

SAM also called on all relevant authorities to respect the freedom of journalistic work, refrain from any arbitrary measures targeting media workers, and take the necessary steps to protect journalists and enable them to carry out their professional mission freely and safely, in line with legal obligations and international human rights standards.
